Locked hour contracts

This might be a good idea I call it the locked hour contract
How this would work is a employee would sign a agreement where they can pick how many hours they work with the minimum hour of work required being 4 hours
Employees can choose their start time but a minute gets added for lateness say the employee puts down 9-5 and they get in at 9:10am then they would have to work to 5:10pm as it's locked in as a 8 hour day rather then a 9 to 5 day so that puts responsibility on the employee that puts down their start time as 9am to get into work by 9am
