By the Governor General, who is constitutionally the head of state in Australia.

What exactly is the "dodgy XPT Replacement fiasco" that you describe? It's the NIF's that are a fiasco, the new regional fleet seems generally "fine" so far, at least as reported in the media?
Its a long story but to sum it up, the government and CAF haven't been talking to each other properly, and as a result there have been massive cost blow outs and several year delays because of disagreements over things like seat pitch. Perhaps someone else can explain in more detail

as i understand it you will only require car licence for 3 years and over age of 25 years

Unlikely, and frankly, an ageist remark given the number of clowns at least twice as old driving buses (into stationary objects).

In other states/territories like WA, NT, SA, you can get your HR by around the age of 20/21, and the same for Driver's Authorisation, "Hire or Reward" license extensions, and any other relevant things (like a Working with Children Check).

Even in those states, young recruits to the industry are few and far between; those that do join are likely enthusiasts who will try quite hard to drive properly anyway.

Many of the larger operators already accept class C licence holders, and train them up to MR standards.

An article in the Telegraph today suggests that the only difference is a removal of the 12 months period of full licence holding.
