Where is the Franklin St bus layover anyway? Is it the old 840F/840X/841F/842F/843F terminus (I'm talking 2006 and before), or was that somewhere else on Franklin St

It's right outside the current bus station, where the old bus station was. Yes, some hills routes did start from there back in those days.

No, the hills do not work differently to other contract areas. Up is towards the city, and down is away from the city, but they use the terms "inbound" and "outbound" to avoid confusion. Outbound = down, inbound = up.
