Standing on top deck of double deck bus

Are passengers allowed to stand on the top deck of buses when in motion?

I meant to say in Queensland as I have seen the airport bus has poles to hang on to as the bottom deck needs more room for luggage.

The only thing I can find is the driver is not allowed to overload and I think that is only with 15 standees in New Zealand even with the axle weight exemption because of the lack of wheels.

Shame really, one of my fondest memories of childhood was 20-30 kids standing on the top deck of an Atlantean heading for school swinging from side to side trying to tip the bus (impossible).

Much safer now though.

I went on the topless bus in Sydney and the driver said the next stop is wherever so people who wanted to get off there got up and started walking to the stairs with tree branches coming at them from behind and it was only luck nobody got cleaned up.

There's a certain centre of gravity issue with the top deck! In NSW now, they don't allow top deck passengers up and down the stairs on route buses until the bus has stopped.
