Reading between the lines the service changes included:

* Extending coverage to new areas
* Longer run times on busy corridors
* More peak services to key employment areas
* Making provision for Tuggeranong interchange
* Shifting off-peak frequency from lower demand older areas to higher demand outer areas
* Dropping the clockface peak headway (15 min back then?)
* Operational efficiencies
* One weekday and one weekend timetable

Bus books were to be updated with adhesive timetables that could be stuck in.
