I did see 1864 parked up next to withdrawn NH units 1568 and 1724 so it's a possibility it may have been withdrawn from service.

1594-6, 1599-1601 and 1603 have retired early even though these were from a later batch that came with updated interior and twin rear light fixtures (1591-1627, 1876-7, 1909, 1918-9, 100-122).

Yet again, withdrawals are based on the operators' needs for them. Additionally, there is no point in comparing the withdrawal of 1255 with 1861 still being around, as perhaps that may have something to do with 1255 entering service in December of '04 and 1861 in service by October of '05.
There are also inconsistencies in your 'batch numbering.' Of the 1234-1299 batch, 1276 is the prototype Thermo King air-conditioned bus. 1910-1917 had single light fixtures, but had the updated interior and were midis destined for CAT services. Although they never ended up on CATs, the same updated interior and midi build applies to 1864-75, which were in fact a different batch from the pre-1863 buses. The updated interior is something that overlapped with midis appearing to receive the interiors first while full-length rigids received the old interior, with 1863 entering service in 12/05 with the old interior and 1864 in 10/05 with the new interior. As such, the interior cannot be used as a defining feature of old vs new batches. Note that 100-122 were initially CAT17-18, CAT20-21, CAT23-25, and CAT1-16, all of the original CAT batch and visibly different as midis, most are the same age as the 1864-75 batch which you classify as an older batch despite them having similar body dates, and only separated by abstract design decisions.
While you might be able to define it with lighting fixtures, it is just a difference that the bodybuilder, namely Volgren, would have specified from a certain time (seemingly April '06, 1875's body dated 04/06 would then be the last single-top-rear-fixture light bus as 1591 also arrived in 04/06) for any new bodies. Additionally, it's much easier to just batch-date from when buses entered service rather than trying to fix up some differences.
In the end, all of this batch numbering is pointless in regards to withdrawals. Whether by age or by feature, speculating which bus batch will go next is almost useless as it relies on new buses being delivered to the operator, and whether they need contingency buses set. Even then, we're not getting into the fact that 1188 and 1199 are still in service on the CATs despite the rest of the NHs all withdrawn. Back to observations, sorry mods.

If you match up the Rockingham B7s that have gone to Swan with the B8s that have been delivered you'd find that 2991 is in fact replacing 2259.

To sum it all up 2988-90 replaced 2256-58, which displaced 1966-68 to Freo.
2991 displaced 1965 to Freo, while awiating 2259 should be sent to Karrinyup in the near future.
