It might be electoral populism now but if he gets into government be prepared for him to break this promise.

It reminds me of Kim Beazley's 'GST Rollback' policy that amounted to nothing when Labor eventually got in under Rudd.

I doubt Minns is going to promise to remove tolls as Bob Carr did in 1995, and then play the 'we would love to, but the contract is watertight' card. Carr did partially keep it by allowing residents in western suburbs seats to claim the tolls back, but that was a long way short of what had been promised.

With the operators (or operator, seeing that Transurban has a virtual monopoly) able to raise tolls at the greater of the inflation rate or 4% annually, they are awful deals for users, given that inflation is currently below 1%. Inflation has been a combined 7% for the past four years, yet tolls have gone up 16%. When questioned on the deals, and why they keep doing them again and again, the government plays the commercially confidential card. And with an ineffective opposition, they get away with it.

Jo Haylen is the new shadow transport minister based on Chris Minns twitter post. John Graham continues to be shadow roads minister.
