Economies of scale only really work up to a point. Once you need multiple levels of management to keep the thing going, it's getting too big.

I'm told that Myki treats a bus stop as being in a certain zone, no matter what route you're on - so they had to make the routes reflect that. I think the idea has a lot of merit. The police have always relied heavily on ordinary citizens to report offenses and come forward as witnesses. The question of false accusation doesn't come into it - all the driver does is hit "record" on the forward facing camera and the footage is time...
