All IT systems have their limits. While they are built with a degree of flexibility in them, a fix is not always as simple as it may seem. Without knowing the details of the system, probably a case of the most recent file overriding the existing data meaning only information appearing for one operator. The work around would be to combine the csv files from the two operators before uploading.
