I have added the following note to the Rules at the beginning of the General Photo section:-

To have a greater variety of photos available for the daily Bus Australia Home Page Photo, any photo which is posted in the photo section may be used for that purpose.
This includes any photos which are found as orphaned attachments ie photos which have been uploaded but the post concerned has not been finalised.
If any contributor would prefer not to have their photos used for this purpose please let Fleet LIsts know by PM.
