Both SA rego's.
Back in those days, the requirements there were very slack. Vehicles could get plates without any inspection or even presentation. Just give the office the VIN and engine numbers, pay a small fee and get a set of plates; you got a month or so to supply a weight certificate and pay the balance to complete the deal.
Austral would have supplied the details in advance, and had the plates ready as the vehicles came off the production line.

I gathered they were temporary pre-delivery regos.

Another quirk in SA is that buses do not have to pay stamp duty on new registrations, unlike other states.
So you register your new bus in SA for 3 or 6 months, as I outlined, then transfer the rego to your state of operation, duty free. On a bus costing $500K, that is quite a saving. More so if you have a large fleet.
