Air conditioning on sealed buses

I've been finding Forest Coach Lines are not providing air conditioning regularly on their new sealed buses. It's hard to breathe. Does anyone here have any insight to this or to vehicle regulations for ventilation?

State Transit is also guilty of running buses in service without air conditioning. Complaints to 131500 etc have amounted to nothing. On a recent trip, i complained to the driver and he simply switched it on - it's that easy!
It seems we need legal action regarding holding people in confined spaces without air supply. Where do we start?

Use of a/c was made compulsory in taxis a few years ago.

Possibly the problem with buses is that, generally, the temperature and operating mode is not adjustable, and drivers are reluctant to switch it on early in the day when it may be too cold? And then they forget about it later.

In coaches, we could operate the fans in "fresh air" (not recirculated) mode if the conditioning system failed.

You can always pop up the roof hatches if it gets too hot/stuffy. That is an "emergency".

They used to run regular coaches across the Nullabor.
Somewhere out there some electrics in the air supply stream got very hot and the cabin began to fill up with somewhat nasty smoke.
Seemed the driver had his own air supply and didn't notice. Then it was brought to his attention and fresh air was channelled to us passengers.

Very different days.
These days some of those drivers would be quickly dismissed for racial vilification if they said the same things.
