I had those thoughts as well, but no security fencing if that was at a rail siding, a graffitist could jump that fence very easily. Last I saw Penrith had a very different fencing from the car park side. Just had a thought, but it could be the staff car park at Penrith.

i took the picture simply cause the doors were open on the off side, and they were open on the platform side also, so people could have walked right through...
