It's wrong how Transit Systems and other operators get the buses from the former operator when the buses still carry the former operators livery and still hold the same rego plates. I know TFNSW now owns the buses so when it comes to tenders the buses used in that area will stay although Busways tend to have their O405's from Campbelltown running around the west since they lost the Campbelltown area.

There is nothing wrong with holding the same plates because as you say they are not owned by the operator. Busways could move their O405's because they still owned by them as they are pre 2007.
