I observed a Qcity bus on a low loader heading north bound on the M7 last week similar to the bus pictured above.

My theory : something chronic has gone wrong with the mechanicals (tired perhaps?) and MCA body panels are no longer made so they decided to make it a donor carcass, especially being quite an old high floor.
NSW, the state that embraces mediocrity.
