From the Mornington Peninsula Shire website:
Mornington Peninsula Shire wrote: Better Buses for the Mornington Peninsula

Would you like to see improvements to public transport on the Mornington Peninsula?

Public transport across Victoria is controlled and managed by the state government.

Mornington Peninsula Shire continues to push for improved public transport for its residents, businesses and visitors. The Shire, alongside its community, needs to voice current challenges being experienced by public transport users to the state government.

The most high profile public bus service on the Peninsula is the route 788, which provides connectivity between the southern Peninsula and Frankston. Currently the service frequencies are 45 minutes during the weekday peak and 75 minutes on weekends. Given that over 500,000 passengers use this service each year, buses are currently overcrowded and are forced to leave some passengers behind.

Would you like to see improvements to the 788 bus service?

Mornington Peninsula Shire, in collaboration with Ventura Bus Lines, have been working on proposals to upgrade the Route 788 (Portsea to Frankston) bus service. These upgrades include:

* More buses for the 788 to increase frequency;
* Provision of express services during peak times; and
* Integration of 788 with Route 887 (Rosebud – Monash University) to provide access to Frankston Hospital and Monash University (Frankston Campus) from all 788 stops.

We are calling on the State Government to review the current 788 bus service and to fund the proposed upgrades. Your voice is needed to ensure the state government understands the concerns of the community.

Other proposed bus network improvements

A number of other improvements across the public bus network are also being pursued by the Shire based on community concerns. These are:

* 781 (Frankston to Mount Martha) - Re-route to service an additional 1776 households (3km addition to route); and
* 782/783 (Frankston to Flinders/Hastings) - Re-route to service additional households, townships and services. Increase in frequency
* 784/785 (Frankston to Mornington) - Re-route to Mornington North area and residential development that has occurred (including retirement villages on Bungower Road)

Introduction of new bus services:
* Cross Peninsula Service (Mornington to Hastings); and
* Services to tourist destinations

How you can help

To assist the Shire in pursuing bus improvements on the Mornington Peninsula, please write to the Minister for Transport in Victoria about the times you have been impacted by public transport on the peninsula.

The Hon. Jacinta Allan, Minister for Transport, Level 20, 1 Spring Street, Melbourne, Victoria, 3000
jacinta.allan@parliament.vic.gov.au

The following questions may help you in writing your own letter to the Minister.

* What the proposed route 788 improvements would mean to you?
* Would you be more likely to use the 788 if it was more frequent with some express services?
* Have you ever been left behind by the 788?
* What other bus network upgrades would you like to see on the Peninsula?
Kind Regards

The Liberals' Martin Dixon meanwhile has this petition on his website:
Martin Dixon MP wrote: Mornington Peninsula Public Transport Petition

You are welcome to sign the Upper House online petition here, or download the hard copy petition form here and return it to us with more signatures!

Please find below the wording of the petition.

“This Petition of the Residents of the Mornington Peninsula, draws to the attention of the House the legacy of under-investment in our public transport services and request a complete service review to identify, fund and resolve shortfalls to enable public transport on the Mornington Peninsula to align with PTV’s minimum service level, including but not limited to:

1 - Bus route changes to ensure all business, commercial, educational and all residential areas are properly serviced with the timetable they need, and in particular —
(a) Bringing the bus route 788 (Frankston to Portsea) to a 20 minute timetable;
(b) Extending the bus route 783 (Frankston to Hastings) service; and
(c) Reconfiguring the Mornington North Bus Services.

2 - Finding and investing the $6 million allocated in the 2014 Budget for Mornington Peninsula bus infrastructure, which has never been seen;

3 - Providing a direct bus access to Frankston Hospital from all points around the Mornington Peninsula;

4 - Providing a cross-peninsula service from Hastings to Rosebud, and another from Hastings to Mornington;

5 - Providing bus services to our key tourism destinations with intra-peninsula shuttles in peak season;

6 - Provision of express commuter services of major bus routes directly to Frankston station and Monash University Peninsula Campus; and

7 - Updating all bus route signage to reflect current standards across all bus routes.”

Also, you may be interested in completing my online community survey to let me know how you feel about local issues.

Many thanks,

Martin Dixon MP
The "missing" bus infrastructure was announced in this Mornington Peninsula Leader article:
Mornington Peninsula Leader wrote: Mornington Peninsula bus services to get $6m upgrade
Sharon Green, Mornington Peninsula Leader
May 13, 2014 12:00am

BUS services on the Mornington Peninsula are set to improve after a cash injection from the 2014-15 State Budget.

The Victorian Government will invest $6 million in infrastructure improvement works to bus networks throughout the region.

Nepean state Liberal MP Martin Dixon said works would include a new bus interchange at Rosebud, new bus lanes and traffic light priority works at major intersections and congestion hot spots as well as bus stop upgrades.

“We’ll also be upgrading bus stops at Portsea, Sorrento, Rye and Dromana to be major bus stops with a shelter, better lighting, improved signage and disability access features, making catching the bus at these major destinations easier, safer and more visible for residents and holiday makers,” he said.

Works will start late this year and are expected to be completed by 2016.

A range of traffic light priority works and bus lanes will be installed at major intersections and congestion hot spots at Sorrento, Rosebud, Dromana, Mornington and Frankston.

Public Transport Victoria spokeswoman Helen Witton said they would work closely with Frankston City Council, Mornington Peninsula Shire, VicRoads and the bus operator to identify the locations to improve where they are needed most.

“When considering stop upgrades, PTV considers a range of things such as patronage at the stop and mobility of passengers in the area,” she said.

Mr Dixon said about 120 bus stops would be upgraded to ensure they are compliant for disability access.

“These bus stops will have tactile and concrete pads, as well as a range of other accessibility features that will be installed where required, such as footpaths and ramps,” he said.

Ventura Bus regional manager for Mornington Peninsula Michael Thorn said he anticipated the funding will go a long way to addressing major bottlenecks between McCrae and Blairgowrie that the service experiences over summer.

“This budget allocation should aid considerably keeping the bus on time.”

Did you know?

■ Portsea Passenger Service operates 40 buses across the Mornington Peninsula, which carry about 600,000 passengers every year

■ The 788 bus service is Ventura’s busiest regional route, running between Frankston and Portsea every 45 minutes during weekdays

■ Ventura is Melbourne’s largest bus operator and is celebrating its 90th anniversary this year
Kind Regards

Further to this, the Liberals have promised upgrades to 782/783 & 788 ahead of the coming state election, reported in the Mornington Peninsula Leader on 31 July:

Image

I am not quite sure why Peter Batchelor is being singled out for his 1993 quotes by the council, when the ALP did make some modest upgrades, also better integrating the 788 with the zonal fare system.

1997 timetable shows a shocking 2-hour gap arriving Frankston in the AM peak - https://web.archive.org/web/19980426105 ... _788.shtml

Still the case in early 2002 - https://web.archive.org/web/20020214095 ... _788.shtml

In August 2002 the route was upgraded to run every 45 mins all day, while Saturdays were boosted to every 75 mins (from 2-hourly) & public holidays were upgraded to 2-hourly (was 3 hourly ex Frankston with some local shorts inserted between Rosebud & Portsea). In addition to the added later evening trips on Fridays & Saturdays, Nightrider services (which had previously been rerouted from Karingal to Mornington in October 2001) was also extended onto Rosebud as part of this upgrade.

See - https://web.archive.org/web/20020214095 ... _788.shtml

The later minimum standards upgrade on 3 March 2008 saw the Sunday frequency reaching 75 mins as well, along with span boosts.

Meanwhile, in 2003 the single fare from Porstea to Frankston was $8. Today it's only $3.50.

Kind Regards

PTV actually has a minimum service level? I thought it was only a guideline which could be completely ignored without any consequences, hence half of Melbourne having hourly (or worse than hourly) buses that finish several hours before 9PM and don't run 7 days. Hopefully the 788 gets upgraded to every 20 minutes 7 days a week, but I wouldn't count on the government making the weekend timetables usable in the slightest (timetables being plural, as they just love to make sure Sunday has its own "special" timetable that is even worse than the Saturday one to put people off travelling entirely).

788 is overdue for a helper. Anywhere south of Mornington has been forgotten for far too long. 788s timetable itself is fine for the full length of the route to Portsea. However the route between Rosebud and Frankston can justify a peak service of every 10 minutes between 6am an 7.30am to Frankston and 5.45pm and 7.15pm from Frankston. I do add the reasoning for the latter 10 minutes frequency from Frankston is to allow those working in the Melbourne CBD finishing at an average clock off of 4.30 to 5.30 to make a regular connecting bus at Frankston

Route 788 has always been a slow service, but it's particularly exacerbated now compared to driving on the Peninsula Link which opened a few years ago.

Theoretically if I was travelling from Rosebud and wanted to go to Melbourne, a logical option would be to drive as far as I could before traffic gets too bad, so Google Maps is telling me that I could drive from Rosebud to Chelsea (then get on a train from there) in 38 minutes:
https://www.google.com/maps/dir/-38.360 ... 523052!3e0

Why would I bother waiting for a bus that runs every 40-80 minutes depending on which day of the week it is, that will take double the time for me to reach that same point in the journey? :twisted:

I recall that a decade ago, before construction of the Peninsula Link was even announced, the bus network reviews proposed running the 788 along the freeway north of Dromana, with the 781 extended to cover that gap. Shame that it never happened.

I took a ride on the 788 today and was concerned to note:

1: chronic late running
2: most passengers not touching on
3: almost every passenger not touching off
4: most passengers not wearing masks

Chris Brayne MP has given an update on 788 and other upgrades.
https://www.facebook.com/photo/?fbid=22 ... 0351255430

This is what he said:

BUS IMPROVEMENT UPDATE

At the end of last year, I was so excited to inform our community of improvements to our bus network on the Mornington Peninsula. These improvement are right on track!

The improvements include:
-788 running every half an hour on weekdays and 40 minutes on weekends
-887 Express Bus to Frankston from Rosebud to Dromana and then along Peninsula Link to Frankston
-781 going further than Mt Martha and now terminating in Dromana

Works that are currently taking place include the procurement of new buses for this route and new bus stop shelters that meet disability and access requirements.
The Bus routes will soon be put on my Facebook page.

In further great news, I can now also inform the community that this 887 express will go up the freeway and will have a stop at Frankston Hospital before then going to Frankston train station.

These improvements are on track to be rolled out by the end of this year and early next year, although the 788 improvements will arrive in a few months time.

As someone who has caught buses on the Mornington Peninsula for over a decade of my life, these really are exciting times ahead for bus patrons on the peninsula.

---

Note that 788 is one of those routes that will be getting upgrades as part of the revamped Night Bus Network (which will include some regular bus routes running), also starting soon.
