Because they can't/won't. The tram driver sure won't get off their asre to lift a mobility scooter or wheelchair onto a low floor tram a few inches off the ground, the unions and WorkSafe would have a field day! What is it with D classes running on non-accessible routes anyway? Ran out of money upgrading route 96 did we, so we can't install any more platform stops until 2099?
