ample free flowing buses observed on Military Road between Mosman and Neutral between 1 and 2 AM.

The non-bus lanes were at a complete standstill apparently due to RMS mis-management at the intersection of Military Road and Falcon St. Vehicles making weaving movement near the big bus stop there ended up completely blocking the road due to poor light phasing for the conditions. The actual traffic level was actually quite low. Over the course of an hours gridlock, RMS should have been able to observe this and tweak the phase timing to eliminate the problem.

Failing to schedule late runs of either bus service which link most areas of the Willoughby municipality to the Neutral Bay/Cremorne/Mosman area would have also been a contributing factor.
