T card announcement

We all know what ended up happening with the T card but how did the Carr government come up with idea of a transport smart card when was the original announcement made and who was transport minister at the time of the announcement of the T card

A quick Google tells me T-Card was announced in 1996.
This was in the first term of the Labor Carr Government (Apr 95-Dec97)

and Wikipedia shows Transport Minister was Brian Langton - https://en.wikipedia.org/wiki/Carr_ministry_(1995-97)
(who subsequently had ICAC issues)

Earliest mention was by Baird in 93 (https://www.parliament.nsw.gov.au/Hansa ... 79322-7685)

They [Carr and the team] probably made some statement about it but it was not policy

Expression of interest went out in 98 but they were in a Olympic hangover so it was low priority (why release a new ticketing system when you can just make it free /s)
ERG was favorites in 2001 according to the minister (https://www.parliament.nsw.gov.au/Hansa ... 79322-7685)
Contract awarded in 2002
