Picking up / Dropping off while waiting at Traffic Lights.
I know this practice is discouraged and most drivers don't like doing it but is it actually illegal?
I did a few google searches and could not find any specific road rule against it.

It would be obstruction of the highway if the lights change and you hold up traffic.

Is there a bus stop there? Most operators have a policy of only picking up/setting down in designated bus zones.
From the road rules, 10 metres back from any intersection is a "no stopping" zone, so passenger movements would be illegal.
If the stop is close to the intersection, courtesy should dictate that the bus remains at the stop until the lights go green.
