The only gridlock in Webb street, is when UP trains stop at the station, with the wigwags set for express trains. I would have supported both the red and blue routes in the above map.
I see the blue one has been chosen.
I would have suggested, replacing the #815, by operating as the red route proposed for #709, and run that to the previous terminus for #709
